The Technological New Deal Horizon 2034

Senegal has just reached a key milestone in its digital transformation with the launch of "The Technological New Deal Horizon 2034". Through this strategy, with a budget of 1,105 billion FCFA, the country is firmly committed to an ambitious project aimed at positioning the country as a leading technology hub in Africa. In line with the National Transformation Agenda (“Senegal Vision 2050”), the Technological New Deal is an essential vector for strengthening digital sovereignty, enhancing the country's competitiveness, and offering a deep-seated transformation of services and the economy.

  • Four strategic pillars for a Digital Revolution

The strategy is based on four pillars, each of which is organized into four strategic orientations (SO).

  1. Digital Sovereignty

Senegal is committed to the establishment of local datacenters and a sovereign cloud. These infrastructures will guarantee secure and optimized management of sensitive data on national territory, reinforcing the country's digital independence.

2. Dematerialization of public services

In the interests of simplification and transparency, Senegal is implementing a digital identity and a one-stop portal for administrative procedures. This will enable citizens to access public services more easily, while reducing processing times. This process also aims to improve transparency and enhance the efficiency of public services, making administration more accessible and modern.

  1. Development of the digital economy

The development of the digital economy is at the core of the strategic plan. The government plans to support startups, integrate emerging technologies such as artificial intelligence and strengthen connectivity. It also includes training and support programs to encourage digital entrepreneurship and boost Senegal's competitiveness on the international stage.

  • Benefits for the population and the economy

Digital transformation will bring tangible benefits for both citizens and companies. It will help to:

  1. Reduce the cost of Internet access, thereby promoting digital inclusion.
  2. Strengthen personal data protection, ensuring compliance with international standards.
  3. Optimize public administration, by offering services accessible remotely and in real time.
  4. Create new job opportunities, especially for young entrepreneurs and digital professionals.
  5. Attract more investment, stimulating the country's economic growth and competitiveness.

The implementation of this digital transformation will rely on essential legal and regulatory measures. A strengthened legislative framework will be put in place to guarantee the local hosting of sensitive data and the protection of personal data, in line with international standards. The cybersecurity sector will also be strengthened, with incident reporting obligations and advanced security protocols for critical infrastructures such as the banking, healthcare and energy sectors.

  • Vision 2050 and a bright digital future

As an extension of the National Transformation Agenda (Vision Sénégal 2050), the Technological New Deal embodies the government's determination to place digital technology at the heart of the country's economic and social modernization. This strategy aims to make Senegal a country of high value-added services.

With this program, Senegal is resolutely looking to the future, ready to establish itself as a leading actor in the digital economy in Africa, while inspiring sustainable transformation on a global scale.
